Imagine waking up to mountains of uncollected recycling piling up on your curb. That's the reality for many Torontonians right now, and they're not happy! What happened? A new recycling program launched at the start of the year, but it's already facing major hurdles.
Residents in Leaside are reporting that their blue bins are overflowing, untouched by the new private company now responsible for recycling pickup. They're calling it a frustrating mess, with unanswered calls and conflicting information adding to the chaos. "We got a notice to put everything out on New Year’s Day, and everybody did," says resident Carrie Baker, "and they haven’t picked it up since. They picked up the garbage and compost, but the recycling is still out." Baker also highlighted the "mixed communication between the city, the company and the residents here," suggesting no one can get a straight answer. This isn't just a Leaside problem; similar complaints are flooding in from North York.
But here's where it gets controversial... This change stems from new provincial legislation that shifts the responsibility for recycling collection away from the city and onto a private entity, Circular Materials. Circular Materials now handles recycling for single-family homes, some multi-residential buildings, schools, long-term care facilities, and retirement homes. City officials had previously assured everyone that collection schedules would remain consistent. Clearly, that hasn't been the case in these areas.
City Councillor Josh Matlow didn't mince words, calling the situation "completely unacceptable." He's promising to take the issue directly to Circular Materials, the mayor's office, and the provincial government. "This is a basic service that all of us rely on and should be provided by the City," Matlow stated in a social media post. (And this is a point many residents agree with!)
Circular Materials acknowledged the issues, stating that some households in two districts weren't serviced on January 2nd and 3rd due to a special post-holiday schedule. According to CEO Allen Langdon, this special collection was intended to manage the increased recycling volume after the holidays. He assures residents that missed collections will be addressed starting this week and asks them to leave their recycling out for pickup. He also offered an apology for the inconvenience.
The affected areas are extensive, covering a large portion of North York and East York: from the Humber River east to Yonge Street, extending from Steeles Avenue south to Lake Ontario, and from Yonge Street east to Victoria Park, also extending from Steeles Avenue south to Lake Ontario. To be clear, while recycling collection responsibilities have shifted, the City still handles garbage, green bin, and yard waste pickup.
And this is the part most people miss: While Circular Materials claims the missed pickups were due to a "special post-holiday schedule," some residents are questioning whether the company was truly prepared for the transition. Was the communication clear enough? Were the resources adequate to handle the post-holiday surge in recycling?
This situation raises some important questions: Is privatizing essential services like recycling truly beneficial for residents? Does it lead to increased efficiency and cost savings, or does it sacrifice reliability and accountability? What happens when a private company fails to deliver on its promises?
